About Gwich'in Tribal Council 

The Gwich’in have traditionally used and occupied lands in the Northwest Territories and the Yukon from time immemorial. In July 1921, Chiefs and headmen representing the Loucheux (as the Gwich’in were then called) of Arctic Red River (now Tsiigehtchic) and Fort McPherson (also known as Teetł’it Zheh) signed Treaty 11 with the Crown, creating a special Nation-to-Nation relationship with Canada.

Established in 1992, the Gwich’in Tribal Council (GTC) is an Indigenous organization that represents over 3,500 Participants to the Gwich’in Comprehensive Land Claim Agreement (GCLCA) who originate from the Northwest Territories communities of Aklavik, Inuvik, Teetł’it Zheh (Fort McPherson) and Tsiigehtchic. The Gwich’in are a culturally and independent Nation that is focused on protecting and advancing its interests. Through quality work, collaborative approaches, and good governance, the GTC strives to increase economic opportunities, develop quality infrastructure, promote health and wellness, and preserve the culture and language of the Gwich’in.

About the Opportunity

Gwich'in Tribal Council is looking for a full-time Chief Social Officer based in Inuvik, NT. Relocation to Inuvik, NT is preferred, however, we will also consider candidates who are able to travel to Inuvik for at least 1 week every month.

The Chief Social Officer (CSO) is a key member of the GTC Leadership Team, overseeing day-to-day operations and implementing strategic directions set by the GTC Board and Executive. The CSO manages the GTC's overall operations and resources, develops high-level strategies, and participates in major corporate decisions. Additionally, the CSO contributes to fostering a strong organizational culture, promoting continuous growth, and advancing the GCLCA. This role supports the GTC's vision of "Gwich’in Land, Culture and Economy for a Better Future."

More specifically, the broad area of responsibilities include but are not limited to:

  1. Strategic Planning – actively participate in the development of the strategic direction of the GTC and the identification of key issues, opportunities, and goals.
  2. On-going Management – promote the efficient and effective management of the GTC by providing leadership in strategic planning, organization, reporting, risk management, and control.
  3. Department Management – provide strategic organizational and administrative leadership and direction to GTC’s Health & Wellness, Culture & Heritage, Education & Training, and Early Learning & Language Revitalization teams.
  4. Additional duties – serve on various committees both within the organization and with external agencies to help ensure the provision of quality services on a local, regional, territorial, and federal level. 

About You

To qualify, you will need a post-secondary degree in the health & wellness, social services, or medical fields, along with 8+ years of related experience leading program development and delivery in a public sector, Indigenous, or other related organizations. 

As our ideal candidate, you have the ability to effectively manage, motivate, and develop staff, coupled with a passion for community involvement and championing social wellness initiatives. Your expertise in strategic planning, development, and evaluation is complemented by strong problem-solving, analytical, and evaluation skills. You will need to be an exceptional communicator with proven writing ability and an effective presenter and public speaker. You are adept at analyzing and interpreting legislation, policies, and procedures. Additionally, your cross-cultural experience and sensitivity to issues of inclusion enable you to manage external relationships appropriately and implement effective programs related to workplace diversity.

As this is a highly sensitive position, verification of identity and a criminal records check are required. Preference will be given to candidates who are Gwich’in Participants and have experience working in the non-profit sector or within an Indigenous government/organization, preferably in a northern context.
